Corey also directed his anger at anonymous cowardly bloggers. Oooops! I expect he means some of that diatribe at me. Let’s discuss that before moving on. First off, I have never attacked anyone’s family. I have not and I will not. Anyone who knows me or knows this blog knows that does not happen. I will challenge a supervisor over his/her behavior as a supervisor or policy but I leave family out of it. Hell, we don’t even allow county employees to be attacked. They can’t fight back.
Corey, email me and I will gladly tell you my name. It isn’t a secret. I just chose not to put it on the Internet. I have children who are adults and who work in town. Having gotten that bit of house keeping out of the way, I guess I now want to applaud Corey for recognizing the need to build schools, libraries, parks and roads. Infrastructure is critical to community. Indeed, those are the things that define a community. Tree-lined streets vs 2 foot high grass speak volumes. It will cost money. There is no free lunch. Thank you for acknowledging that.
I would like to hear more of the plan, as long as there is serious plan. Cheap isn’t always better.

Moon, your comment on hearing the plan….yesterday was an example of when something happens in a prior session, opportunity is lost to take the time to go back over and explain.
The prior week had the Rt. 1 funding and subsequently all the wailing and knashing about the 4% tax increase spread over six years. At that time, it would have been good to refresh the collective minds when Marty gave the clue addressing the 2006 bond referendum. The various County presentations off and on make reference to it, but six years later, the voters need to be reminded of the one specific paragraph that addresses it has to be paid for…which means in the out years for various projects, there has to be an increase in taxes.
Marty a couple of days back on his Facebook page posted the WTOP story. I commented to him I was much amused about the clamoring over the increase, as he gave the answer as to why….and by the way, in February 2012, PWC went out to refinance the bonds related to the referendum, and posted the 200 page prospectus on County website. Al Alborn added comments, and I posted the County link to the prospectus and once he saw it, he “understood the math” since it is clearly there.
Marty wrote how he had talked with the CXO about doing a presentation to remind the good citizens of what they got themselves into. Again, six years is a lot of time and changeover in population. Alas, nothing occured.
Opportunity lost is, well, an opportunity lost.

I always was appreciative that Mrs. Jenkins gave her time to the county. Any time we can get free worker bees, so much the better.
I am just coming at things from a different perspective, plus it gave me an opportunity to explain a few things. If I stopped being MH, it would disrupt the balance of nature on the blog.

I still can’t believe Caddigan and Jenkins had to explain themselves. Jenkins even going as far as to provide a copy of his cancelled check for the bricks from his PERSONAL checking account. Bravo to Maureen for setting the two bloggers straight on her purchasing of bricks. Then to add insult to injury one of the bloggers got up at Citizens Time and gave them an earful. Well, at least in their mind. Geesh this county reminds of my days of being at student at Stonewall Middle School. 🙄

Let me start with the postive first. Corey apologized for his rude behavior, I commend him for that, it’s hard to admit when one is wrong, no matter who you are. I am glad he acknowledged that citizens should not be afraid to speak before the Board. I hope Mr. Wills can hear that in the afterlife!
I also am very please to hear Corey connect the greatest generation to their contributions here at home, building the infrastructure that supports our innovative American drive! That isn’t a political statement, its simply the truth and shame on others for suggesting he is not a true republican. Supporting private growth is an AMERICAN ideal, not something that should be reduced to partisian attacks. The infrastruture allows for growth, DUH! Good education allows for growth, breathing clean air and drinking clean water allows for a healthy society that promotes economic growth. It is all interconnected.
Now for the bad. Corey, it was incredibly immature to attack the blogs for publicly admonishing your behavior. Nothing heinous was said about you, except that you behaved unbecoming of a servant of the public. Don’t deflect, don’t attack others, accept full responsibility, that is where your strength lies in this situation. We didn’t make you behave poorly, we simply pointed it out. Does it matter that some people remain anonymous, not really. Their identity, revealed or not, doesn’t change the reality of your inappropriate outburst. It’s sort of like admitting to your parents that you were culpable but in the same breath then trying to put the blame on someone else.

I agree completely. I want the old Corey back also – the one who helped fight developers and special interests on behalf of his constituents, instead of selling out to them.
If that Corey were still here, he would be a senior statesman in the Republican Party and either running unopposed for Lieutenant Governor or even for Governor. He would have the admiration that Pete Candland is getting, but would have been building it for years.
He threw that all away. I wish Corey would watch the final scenes in the last “Star Wars” movie when Darth Vader repented of the wrong choices he had made. It’s not too late for Corey to do that. Renounce a certain land use attorney (the Emperor of Prince William County) and flee from the monied special interests. Get your soul back!

I heard Supervisor Jenkins say he would provide a copy of the check, or a Quicken check ledger. He did not actually do that.
I heard Supervisor Caddigan parce words by saying the payment for the bricks was not from the discretionary funds, but she did not say it was from personal funds.
The Sheriff and other bloggers contend it was paid by campaign funds of Caddigan’s — funds she solicited as a Supervisor.
And then there is that nagging issue with the $5 grand for the seats at the Hylton.
Hard to defend that kind of abuse.

I’ve watched all of this for awhile. To be honest, I’m a bit surprised at the reaction of the blogosphere. The anonymous bloggers started off with a pretty legit issue – discretionary funds and have proceeded to take things to ever more ridiculous levels. Issuing warrants, posting highly suspect info, insulting everyone in sight and writing outrageous posts to the point where he (they) finally got what they wanted – they got a rise out of the Chair. The trap was sprung.
I’m beginning to think that some politicians will have to claim these bloggers as “donations in kind”. I dont believe for a minute that these blogs main concern is with budget items. No, these are blogs that have become too cute by half and they have a single purpose: advancing a political agenda and/or players. Now, to be sure, this happens all of the time but there should be some honesty.

I was one of the first to be vocal on the discretionary funds. In spite of my feelings on discretionary funds, I would not care if that little bit of chicken feed for bricks did come from their funds.

Your point has validity, no question. However, there are legitimate complaints to be sure. I believe what has finally happened is enough lock and step Republicans feel screwed by the BOCS, especially Corey, and I’ll throw Wally in for good measure.
When I complained about Corey, I felt dismissed by many republicans who refused to acknowledge that Corey was now a “changed” politician. It wasn’t until THEY got screwed, via land use, that suddenly they had their own epiphany.

remember when, and correct me if I am wrong, Mr. Cronan spoke before the board and suggested they use their pile of discretionary spending to save some county program? It isn’t the thousand here or there, its the totality of of it all. I believe Marty is sitting on several hundred thousand dollars. Not sure, but I imagine other BOCS also have a little cash cow of taxpayer money on the side. If too much focus is put on the little stuff, we forget the big stuff!
I loved Corey’s speech about investment. But why does he focus on roads alone? What ABOUT schools, parks, etc?
I see a new road in my crystal ball…..it runs north/south and involves our existing roads…oh please…tell me its not true….

I believe he wanted to save the Senior Day Center. Now, there were some small expedutres that he didn’t like of Corey’s use of money on a Scotish flag and John S’ use of money on picture frames. Now, that’s the kind of small stuff that shouldn’t be focused on too much. Although it all does at up. It’s far more beneficial to us as residents and a county that we take a look at the big stuff.
Let’s not forget how everyone jumped all over Frank P when he had his painted, etc.. I want our superisors to have decent offices and look proffessional. Clearly, some think supervisors should be operating out of wood shed.

The roads to which Corey referred are those wanted by his developer supporters. That includes their Road to Nowhere running from the Rt. 234 Bypass/I-66 interchange to west of Dulles Airport to open rural areas in northern Prince William and in Loudoun Counties to development. It includes in the future Nohe’s Purcell Road project that he ostensibly pulled from the Comp Plan, but at the same time requested a “study” that he could use in the not-too-distant future to justify bringing the project back when he assumes the public furor over his duplicity dies down. We haven’t even gotten to Wally’s list yet.
That’s why we see no parks, schools or anything else on the wish list. The developers, mostly not from Prince William County, who fund their campaigns, want only access via these roads to land to develop. Once they get that, neither they nor the Board of Supervisors gives a s*** about the quality of life of the people who live here now and who would live in those new developments.
I was especially offended by Corey’s dragging the Greatest Generation war heroes into his pitch for more developer road money, and taxpayer-incurred debt. Well, if they could support building the national interstate highway system for the public good, Prince William County taxpayers can sure cough up the money to build the roads his developer supporters want. It was disgraceful.

I never agree with the Marshalls, except in this one case and they were 100% right on.
When I look now at what people have their hands out for….I get sick. Our supervisors were sitting …yes SITTING on the discretionary funds that could have been used to keep this program open.
What is the correct name again? Once things are killed, it is easy to forget the right names.
I would like to revisit the Manassas Senior Day Program….(do I have the right name) that the Marshalls tried to keep open. Where do those same people go now? How much did that program cost each family that used it? Was there a minimal fee?
Is there a private facility people use now that costs the same? Is the one in Woodbridge still open? How do we justify something being on one side of the county and unavailable to the families over here?
Now lets include the other place that our friend Greg Reynolds and his wife fought to get transportation for. Ray, please explain the difference in the two to everyone. Maybe it will take several posts. Its all running together.

I agree with your post (#40). That road project Corey mentioned is probably the developers’ dream – the “outer beltway”. Those of us in the mid-county area who have a hard time entering Dumfries Road during rush hour will be delighted to have to more traffic to dodge, schools to pay for, firehouses to build, and noise to listen to so that Corey can claim he’s following the greatest generation’s infrastructure improvements. We need more parks for the people already here – and trash cans for the parks we have.

Excuse me! I left of the word Center. And most called the Senior Day Center. (I believe Elena knew exactly what I was talking about. Furthermore, maybe I wasn’t clear enough, but he did complain about it when it became an issue. In 2007 he was complaining about Corey and John’s spending as stated. I was there when Mr. Crone was hauled and they voted and ending the Senior Day Center(Manassas). They only went after the Manasssas center. They didn’t want to touch the one in the lower end, espcially with Hilda still on the BoS. Everything is killed for political reasons.

You couldn’t be more right. Have you tried getting onto I-66 Eastbound in the morning off Rt. 234? It frequently backs up a mile or so behind Balls Ford Road. It’s the same trying to get through the Balls Ford Road/Rt. 234 Bypass intersection off I-66 in the evening. I’m familiar with the congestion on Dumfries Road also. And all of this is now.
Imagine what the congestion will be like on the Rt. 234 Bypass if they extend it north to where the developers want access, and have the link all the way to I-95.
We’re way behind on schools, parks, libraries and everything else for the people who live here now. Very telling in Corey’s remarks was that roads were the only thing he mentioned. Which, by the way, is the only thing the developers who fund their campaigns want.
Keep in mind also that the Comprehensive Plan amendments that they initiated earlier this year are changing large areas to residential, including some very dense residential.
I noticed in the rezoning they did in Lake Manassas just a week or two ago (shame on you Pete for supporting that) that one of the arguments used by the speakers the developers had come in for the public hearing was that the area was surrounded by residential and commercial was no longer appropriate. The commercial was going to be an upscale hotel and conference center, which would have fit well with residential. However, that shows us their new line of argument. Everything around there is mostly residential so we don’t want commercial. In the not-too-distant future with all of the residential they are approving they will use that argument every time they want to kill off more jobs to build more townhouses.
One of Nohe’s latest schemes is the racetrack property near Manassas. They are booting the racetrack people and initiated a Comprehensive Plan amendment to convert that property and some nearby property to residential. It had been planned for job creation, which is an ideal use. Soon, Nohe will be arguing that everything in the Coles District should be residential because so much already is – a really circular and hypocritical argument. I guess he needs to sell more refrigerators and dishwashers to those developers.
Is that refrigerator charge something that can be verified or is it speculation?
Reminder, Elena and I are uncomfortable with accusations that are “drive-bys.” There are other blogs that do not mind unverified accusations. We do. Feel free to criticize recent policy or behavior that can be verified but not make random insinuations.
See my post in the other thread. I’m saying Marty should state clearly whether he does or does not have such relationships. I’ve been told by sources I consider credible that such is the case but have no document to prove it. I think it would be great for Marty to state publicly whether he does or does not do any business with firms having business before the Board, or any firms or interests who share share mutual benefit.
I’ll state clearly that I have no documention that would stand up in court; only credible suspicions that I would greatly appreciate Marty clearing up.
If the board follows Elena’s advice, all people would have to comply to the same standards.
You are asking Marty one of those ‘when did you stop beating your wife’ questions. How do you prove you didn’t sell a refrigerator that went into a new home? How do I prove I didn’t sideswipe a car going down the street?
I would think that the best way to handle that would be to call him up and ask him or do a FOIA request.

This is certainly not a “when did you stop beating your wife” question. A lawyer could probably improve it. An answer to this question, or some similar version thereof, from Marty and the other supervisors would satisfy me.
If I were an elected or appointed public official, I would have no hesitation answering this question.

Laf, my apologies…I get a little testy still about it all. And I remember you were one of those standing up for keeping it open. Cathy Marshall and others also did a creditable job, and Cathy was involved with the Task Force. The good thing that came out of it was the 100+ page report has been shared in other communities as an evidence-based study they can either start an Adult Day Care Program with, or use to compare their own against.
What bristled me at the time, and still does, is how Bob said he would go to Richmond and get it into the budget…then said he could not do it as a conflict of interest…and then passed it off to the junior PWC Delegate named Jeff Frederick. It failed as it was out of the bieenial budget cycle and did not have enough support even from other PWC Delegates. Yes, Golden Rule #1 applied: All politics are local.
Now let me add a footnote to all of this…it was later in Feb 2008 the County started looking at the Boys & Girls Group Homes and cutting those programs. $1.2 million dollars, and the State was chomping on PWC’s heels over it since those two homes only had a 25% occupancy rate and 28% use of the budget the State had been tracking for five years. I remember the then Director of DSS getting chewed by Corey because DSS did not even know how many kids were “frequent flyers” in and out of those facilities. Several parents came forward protesting closer and the move out to Youth for Tomorrow…which was the end result. In checking though through the grapevine, several of the kids in and out had families who were politcal donors. In the end though, the State won….and to think if the BOCS had terminated that $1.2million instead of $325K. Ah well…’tis all past.

It does seem like the most vulnerable always loose support first. There is no executive director to go around and muscle money for the vintage Virginians.

Moon, you have the name right….it was called “Senior Day Program” which sounds better to many than “Adult Day Care”. Let me run through your questions:
“Where do those same people go now?”
Well, many of the people who were in the Program back in 2007 have since passed away. Please keep in mind those who are served by the Program are very frail or have Alzheimer’s or other Dementia, and many are in their later years. Although down at the Woodbridge Center, there a couple of folks in their late 40s with dementia.
There are several people living in the two Cities or the western side that do make the trip down to the Woodbridge program. There is also Hearth & Home Adult Day Care run by the Manassas Baptist Church in the old Marstellar School next to the hospital which provides the service.
“How much did the program cost each family that used it? Was there a minimal fee?”
Price in 2007 was $35 for 1/2 day (about six hours); $45 for 6 to 8 hours; and the full day rate of $60 for 8 to 11 hours. Transporation was also available at $6 one way, $12 round trip and the Program had a van and driver paid with local dollars. The payment by the individual or their family was based on the Virginia Sliding Scale Fee used for all Human Services Programs. Medicaid does pay in part (around $46 per day) for Adult Day Care, plus there is the Medicaid Transportation Program which was available for use. By the way, the full day County rate is now up to $72, but the rules on Sliding Scale Fee apply and also accepted is Medicaid and if a person has long-term care insurance.
“Is there a private facility people use now that costs the same?” Yes, we have Hearth & Home here in Manassas and the rate for 1 to 3 days a week is $70, five days a week is $60 – both rates per day. A little cheaper per day then County, but not much. Medicaid and long-term care insurance is also accepted.
“How do we justify something being on one side of the county and unavailable to the families over here?” As I wrote above, people over here can use the Woodbridge one…if you want to drive your family member there as there is no County provided transporation. If you are on the eastern side of the County, there is a contract with Yellow Cab to bring folks to the program (which is working excellently!). One approach to take to Adult Day Care is the government should not being running one – that in part was the reason Manassas closed because the point made Hearth & Home existed in the West. At the moment, over in the east, there is no other Adult Day Program….but stay tuned: Sentara is looking at establishing one of theirs similar to the ones down in Portsmouth and Virginia Beach. Once that is established in a year or so, you may see the Woodbridge program closing.

Back in late 2008, early 2009 as a way to further “reduce the budget and save taxpayer dollars”, the vans and drivers for each of the Senior Centers was looked at to be eliminated….with the move to substitute with a Transportation Voucher which could be used with PRTC Bus, taxi cabs or accessible vans. There was a pilot project set up that lasted six weeks – not even long enough to get valid data as to if it worked or not. Greg was leading the charge on it to include the time he got that friend of his to bring a bus load of Seniors to McCoart for Citizens Time. Funny thing was, down at Woodbridge Senior Center, lots of folks then and now ride PRTC bus to it as down on the east side, the buses run more frequently than over in the west side.
Well, Principi, Caddigan and Jenkins took up the charge to restore it, and it did. Held a town hall meeting at Woodbridge Senior Center and apologized for cutting it. So funds removed for the vans and drivers had to be put back in – and then had to find drivers which delayed for about four months having both Centers back providing transportation.
Good for Caddigan, Principi and Jenkins for supporting this endeavor. I remember Greg bringing the vintage folks down to McCoart. Often these are people who have lived most of their lives in PWC. I know Greg spent a tremendous amount of time working on this.
Has he ever receieved a county award for just plain old caring for others?
Let me make sure I am correct…the 2 Senior Centers, one on each end of the county, are for Vintage Virginians and are like community centers?
Moon, and now to your question if the Manassas Senior Day Program was just for PWC or was a joint venture with the City of Manassas….it was, but it requires a bit of explainig on how it all works.
All of the Area Agency on Aging programs are part of the Shared Services Agreement (there is one agreement that also covers the libraries, Coop Extension, and a couple of other programs the County runs). The Agreement for the libraries, etc was established in 1976 after the two Cities split away; the one for Aging was established in 1977 as there was a whole passel of other reasons why it was not in the first one – I’ll skip those as they would REALLY fill up the blog 🙂
All of the programs for our “Vintage Virginians” (those age 60 and older….although you can join the Senior Centers at age 55 if you want to) are open to the three jurisdictions. The Area Agency on Aging is based in PWC versus either of the two Cities since County has the highest number of those 60 and over. But it is set up as the Prince William Area Agency on Aging serving all three jurisdictions, and the Cities have a say because of the Shared Services Agreement.
What occurs each year during the budget process is the County prepares a bill for each City based on the population (the data from the Census is used) and then calculates how much each program costs per person. I’ll stick to Aging since I know those numbers better than the library or other programs in the Shared Services Agreement. The two Cities are billed about $104 per adult over age 60….and that money is used to pay for Staff and the various programs, facilities, plus the cost of the Senior Center transportation.
Now, within the programs such as Adult Day Care, there are other fees. In fact, for every program where a fee can be charged (and the Sliding Scale Fee is considered and used), one is charged. The two Senior Centers have an annual membership fee of $25, or a $2 a day “drop in” fee. That $25 supports all the exercise, dance, etc etc etc programs at the Senior Centers. The noontime meal though does not have a fee as that is a USDA food program. Meals on Wheels also is not fee-based.
I think that covers it…..a little long, but figured instead of the short answer of “Yes it is a joint venture”, you might need “the rest of the story” behind the answer.

Yes. By the way, the “official phrase” for those age 60 and older is “Older Americans” which is the same name as the Federal Law – Older Americans Act. The current Virginia Commissioner likes the phrase “Vintage Virginians” as it ties nicely with (according to him) the award winning wines the State is producing….LOL!
I am with the current Virginia Commissioner. I also bet I said it like that before he was a commissioner. Its sort of like the difference in being a thoroughbred out at pasture and the old gray mare.
