According to the Prince William County Section of yesterday’s Washington Post, there will not be a third vote on the Immigration Resolution.

Chairman Corey A. Stewart (R-At Large) had planned to use this as an opportunity to get the board to approve a resolution endorsing the updated policy and consider tweaking it again. But supervisors did not want to vote on the controversial proposal a third time.

The article clarifies the difference between the two policies by stating:

In April, supervisors directed police to question crime suspects about their immigration status after an arrest is made. The policy the board approved in October ordered officers to check the legal status of all suspects, no matter how minor the offense, if there was probable cause to think the person was in the country unlawfully.

It seems to be a workable version, there’s no ‘probable cause’ and everybody who’s arrested will have their immigration status checked. So, the policy goes beyond the 287(g) which is still more than many jurisdictions so Stewart can claim to still be tough on illegal immigration but not so stringent as to require the police to inquire about status on noise violations. Personally, it seems to be a good compromise. Of course, not everybody will be satisfied but hopefully it’s something we can work with and move on to more important business.

25 Thoughts to “No Third Version of Immigration Resolution”

  1. Hello–certainly, it is a fair way to handle this (check everyone), and I’m relieved that the board is no longer going to bring this up. Stewart can claim what he wants here, but I think the rest of the board is showing they are ready to move away from this (and Stewart). Let’s hope they’re ready to stand up to him in the next round. MOVE ON Corey!!!!!!!!!!!!!!!!!!!!!!!!!!

I wonder, is he not paying attention to serious issues that are facing this county? Is it easier for him to stay cloaked in the issues of the past in order to ignore the reality in front of him now? 7,000 forclosed homes, an economy that is suffering, real estate values WAY down, and all Corey has to offer us if “more of the same” tired old propoganda. Very sad, very sad.

  3. elvis

Seems as if everyone is getting checked during any stop then we have something more than what it once was. I want everyone checked, for my own safety as well as others. If anyone has a beef with this, I say they are flat out un-american. be happy that the boy’s in blue are out there doing this for YOU.

  4. Red Dawn

    Elvis,
“I want everyone checked, for my own safety as well as others.”

I agree AND I am still confused as to WHY this was not done in the first place. However, if you read what was quoted out of the MJM, it STILL sounds confusing. I read the difference to be “at the point when hand cuffed”. I still think there is a lot a play on terms/words/procedure, just like the beginning. I still have the question of WHY EVERYONE would not be asked in the first place? ( in the resolution and the changes that have been made) Obviously, that sounds too much like common sense and the easy thing to do, so why was it not done AND what is the difference now? ( I need clarification, pretty please, batting my eyes 🙂 )

    http://www.insidenova.com/isn/news/local/article/prince_william_police_chief_supervisors_to_discuss_immigration_policy/16428/

“In a Friday morning impromptu meeting with members of the press, Deane clarified further: Under this new policy, officers check immigration status at the stage of “physical custodial arrest,” when the handcuffs are used, he said.”

“In the meantime, police will continue to press for immigration status of suspects “based on circumstances,” Deane said, adding that those circumstances did not necessarily need to include arrests.
“We still retain the ability to check immigration status prior to arrest,” he said.”

  5. Anon-100

Red Dawn- The 1st resolution was written that way. It was then changed to probable cause. Now it is almost back to the original, except that the police are not mandated to ask immigration status PRE-arrest.

  6. Juturna

Maybe the BOCS thinks that any further votes or revisions will only serve to give the Chairman more ‘air time’. Isn’t everyone tired of him by now? I certainly am.

Once again, an issue, whether you are for it or against it, is torpedoed by a self-serving politician using it for personal gain. That is the point to remember about Mr. Stewart.

Ladies&Gentlemen, here is some inspiration for you from Columbia, SA. Dr. Gloria Polo. Instead of forcing our wills, namecalling, or justifying our (honorable) reasons to disobey the law, perhaps we should all remember the will of the Father in all things. http://www.gloriapolo.com/video.html

  8. Am I the only person who has noticed that Greg&Corey Show has been entertaining us with its flip-flopping between “the April 29th Repeal of Probable Cause was a glorious victory,” and “the April 29th Repeal of Probable Cause was a terrible setback that needs to be corrected with a new Resolution?”

It’s not possible to hold both opinions, so how is it that these two are able to alternate between the two?????

And what exactly DID happen on April 29th?????

On May 19th, let’s not forget, the Greg&Corey Show announced that this terribly unacceptable repeal of “Probable Cause” needed to be changed with a new Resolution, for which had 7 votes.

    http://www.nbc4.com/news/16331778/detail.html

Of course, Stewart opened the meeting on May 20th with a “Never Mind,” saying there would be no Immigration Resolution introduced that day.

    http://www.youtube.com/watch?v=6WPoc8eALz8

Two weeks later, it’s the Washington Post that is quoting the Greg&Corey spin without “balancing” the spin with accurate reporting. So the new song is, “the horrible awful defeat of April 29th is a glorious victory that “strengthens” the crack down.”

    http://www.washingtonpost.com/wp-dyn/content/article/2008/05/31/AR2008053100144.html

Last time the Greg&Corey Show said “new Resolution” tomorrow and we got squat.

This time they say we get squat tomorrow and… We can only guess…. I’ve given up trying to read them. We just have to wait until the next ridiculously political ploy, and hope that at some point the rest of the Board is able to convince these two and their stooge boy John Stirrup it’s time to start doing the people’s business, or get out of the way.

    Anon-100,
Thanks for the response. I get the point that is was written that way in the ORIGINAL resolution but it did not pass the muster the first go around and now we are back at that point.

It would seem to me that there was a REASON why it was not promoted that way the first go around. I do no and have NOT understood that from day one ( as a supporter)

    Juturna,

My comment picks up where I left off with anon-100. I MOST CERTAINLY will remember and NOT forget ( imho) about Corey. He jumped on , ran with it and it BACKFIRED.

In MY eyes and ears he was USING the people of PWC for FUTURE projected political gain.

    EVERYONE,

I am just so fed up with all of it. Just as the resolution started out with good intention and then so called ” water down” YET ” heated up”….we are all back RIGHT were we were in the beginning. Here are my thoughts that I placed n 9500Liberty

I STILL feel the same way but I do have even a BIGGER heart than I thought and a TOUGHER skin as I feel that we are all in need of one because our Fed. Gov. has failed us and pitted neighbor against neighbor. TAX payer against TAX payer while THEY collect.

    Part 1
I believe that it is wonderful to be living in America and being able to have your voice heard. Last night at the BOCS meeting, even self professed Illegals were given the chance to speak.
It was a good show of democracy. I was sympathetic to the voices I heard and that they were trying to make a better life for their family, etc. I do not deny that and I understand that.
I was born here in Manassas , Virginia . That is all I did, to become a US citizen. There are other immigrants that have fought hard and earned every ounce of their citizenship. They EARNED the right with respect and came to America for whatever reason they personally had, but did it the right way, the legal way.
They are the ones who truly feel that it is a slap in the face, like the disrespect of jumping to the head of the line

    1redawn | October 17, 2007
    Part 2
Life is not fair. No one gets anything handed to them. I think it makes for a more appreciative person by working hard and doing the right thing. That is simply the way I was brought up and teach my children the same.
I was also upset at the arrogance of the self-professed illegals that said they are not leaving, even to the point where some were speaking in threatening tones. That is not how things get done. It only creates a deaf ear.

    1redawn | October 17, 2007
    Part 3
I also saw that some children born in the US of illegal parents speak. This concerned me. I feel that their children were being used as pawns. I ask the illegal parents, if you knew you were taking the risk of coming here illegally, and could face possible deportation, why would you risk getting pregnant and having children. I feel that they can only blame themselves. It was not showing responsibility.

    1redawn | October 17, 2007
    Part 4
I was also disappointed that there were a lot of legal immigrants that did not clearly understand what the resolution was all about due to not having the facts or because of a language barrier.
It is a resolution of illegal vs. legal, not against any race, gender or religion. I think that a speaker from the county should have spoke before citizen’s time at both, last night’s meeting and the one on July 10th to make it clear what this resolution is all about. If the chairman felt it necessary to send out fliers to alert the residents of Prince William County , it should have been followed up with this step.
Education works. Rumors and fear could have been dispelled.

    1redawn | October 17, 2007
    Part 5
I am disappointed in our Federal Government for letting things go unattended for so long. They are the ones that I blame. Life is all about checks and balances. They simply have not done their job.
I am still seeking answers myself as to how and why we Americans have gotten to this place and debate.

    1redawn | October 17, 2007
    Part 6
I also remember 9/11 very vividly to this very day. We live just few miles from Washington , DC , our Nation’s Capital and that elevates the danger of who is here in our country. This is a good reason for us in Prince William County to take action.
I am just left with the question of why our borders have not been secured.
I hope this can be answered soon. I also wonder if there is any truth to The North American Union

I appreciate what you film makers are doing.

It is through good communication that there will be a better understanding for us all.

If anyone is wondering, I cose my moniker redawn, pronouced: Red Dawn .
    Here is the reason why:
I am just a small town, hometown girl who didn’t realize, the power of ONE VOICE, that could make a difference.
I am NOT a know it all, if ANYTHING I am asking questions, not looking for trouble. That’s was the gist of the movie, Red Dawn ,in the middle of no where, not looking for trouble, never thought you would be faced with the position of defending your country, your rights, even though you were grateful for your freedom and the respect of those who did fight and lost their lives.
It is up to EVERY American to do so, do not sit back and think you are just a number….it takes ONE and the rest will follow

    ANON-100,

I don’t know anon, I was just thinking about your response and I still wonder if there will be a challenge to the quote “based on circumstances”….”prior to arrest”.

It STILL sounds like word play to me ( i.e., tomato/tomato)

“In the meantime, police will continue to press for immigration status of suspects “based on circumstances,” Deane said, adding that those circumstances did not necessarily need to include arrests.
“We still retain the ability to check immigration status prior to arrest,” he said.”

NO, I am asking the same thing. Your comment ( due to the links you posted, I would guess) were not showing at the time of my comments

  15. Bring it On

Christ, the spin has begun again over on bvbl.net. Can someone tell me, did we figure out if there’s any difference between a group of hateful people and a HATE GROUP? Because they seem to fit the bill either way. Hard to believe the Board fell for their CRAP in the first place. Glad to see they’ve come to their senses. Thanks again to ALL the SUPERVISORS!

  16. Bring it On

I meant to say thanks to the Supervisors except Stewart & Stirrup who had to play politics and vote for it – so they wouldn’t be on the losing side 6-2.

  17. Bring it On, how do you know that Stewart and Stirrup voted for the repeal of Probable Cause in order to not be on the losing side? I’m not challenging that notion, but there seems to be a competing narrative that Stewart, Stirrup, and Letiecq thought of the April 29th changes to the Resolution as a victory.

If you are right, Bring it On, and it was not indeed a victory, then what is the purpose of pretending it was a victory?

Do they really think they can pretend to be surprised by Chief Deane’s report on how he will implement the policy they voted for 8-0? As if they didn’t read it before voting?

I’m sure they’ve put a lot of thought into the spin, since it is one of the two realities they have created and lived in during the past five weeks. But I just can’t imagine what sort of spin might actually convince anyone with adult faculties. And if they only convince the Anti-immigrant extremists, what will they have gained in exchange for their credibility among mainstream Republicans (let alone Independents and Democrats) who already think of them as hapless losers?

  18. SecondAlamo

Just watch Deane’s presentation today, and then you can start misinterpreting what he just said. Fortunately it will also be in writing.

  20. Kenneth Reynolds

Did anyone notice that everytime the Chief gives an update, the BOCS finds it necessary to ‘adjust’ the resolution? It is likely, based on their ability to show they dont know what they are doing, that the resolution will continue to be adjusted everytime they receive a staff briefing from anyne. Nice goin guys.time to dump the damn thing and get on with life!!

  21. Red Dawn

    kenneth,

“Did anyone notice that everytime the Chief gives an update, the BOCS finds it necessary to ‘adjust’ the resolution? ”

Yes and then comes the shouting for his resignation. Like I said last night, I wonder if it will Hail Chief or the hell with him. Guess we shall see ONCE again.

  22. W A R N I N G

I have learned that one of the “sane” Supervisors will not be in attendance today, which means the Corey&Greg Show will only need 4 votes to circumvent the rules, allow for an immediate vote on a “Reasonable Suspicion” Resolution, and ram it through before said “sane” Supervisor can return from a family emergency.

I have the sinking feeling that all this talk of claiming the humiliating April 29th defeat was a glorious victory is just a cover for a sneaky little plan to lean on Mike May to change his mind and throw this county for a loop once more for old time’s sake.

Sadly, it seems as though the Corey&Greg Show feels it has nothing left to lose. Desperate times call for desperate measures. Greg probably said to Corey, “I feel stupid picketing 7-Eleven in military dress-up can we try one more time to get our Immigration Resolution back? Please? Please? If you do I’ll be your best friend. If you don’t I’ll do something violent and ruin your career forever.”

KENNETH SAID NOT SCREAMED – Chief Deane is one of the best damn people in County government. While the BOCS spend their time posturizing……….Deane sticks to law and common sense…..if it wasnt for him, we would be in a lot more trouble. The BOCS should have gone to him and Gerhart in the first place and they could have averted a lot of pain……………….

  24. Has anyone checked the Anti-Immigrant blog? Are they attacking Chief Deane or declaring their resounding defeat a victory? My guess is the latter.

  25. junkyard dog

    WHWN,

The schizophenic reaction to the much discussed version 3 is the same reason that HSM is responsible for 800 ESOL students leaving the county schools and untold numbers of ‘Illegals’ leaving the county for Maryland and other socialists states, Fairfax, Arlington (and all those other places they are jealous of). At the same time, HSM is not responsbible for the 7000 foreclosures and the vacancies, unmowed yards, closed businesses etc.

If you click your heels 3 times and look behind the curtain, at the man and the emporer with no clothes, it will all make perfect sense to you. Who says you can’t have it both ways? That’s what SPIN is all about.
