This Tuesday, January 6 will be the first BOCS meeting of the New Year. Traditionally, the Board will decide its vice chair. The position will be held for a year and is currently held by Supervisor John Stirrup. Other annual procedures will involve Chairman Corey Stewart addressing the Board, setting the calendar for the year and adoption of the board’s rules of procedure.

News and Messengers highlights:

Normally, the chair speaks about the progression of the county’s strategic goals, said executive Craig Gerhart on Friday. But Stewart is instead going to focus on “the economy, and showing how the county’s poised to handle the fiscal challenges” that are expected over the next couple years, Gerhart said.

Discussion of strategic goals is part and parcel of the board’s meeting schedule, anyway. Following the consent agenda, supervisors will receive an update on economic development and transportation, as well as human services — key issues that were identified and listed, along with education and public safety, as the core county concerns through 2012.

The strategic goals are important because they form the basis for budget planning for the upcoming years.

One highlight of the afternoon session will be a commendation for Ms. Caroline Custard, principal of Hylton High School for being named 2008 Principal of the Year.

There will be an evening session and the agenda seems full.

56 Thoughts to “BOCS Opens 2009 with a Full Agenda”

  1. NotGregLeteicq

Maybe, just maybe, will Chairman Stewart apologize for his 2007 campaign strategy/Immigration Resolution just as he is describing our economic/budget situation?

  2. Cat Scratch Fever

Who will show up for citizens’ time? We need a few well-wishers to welcome our county employees and supervisors back for the New Year.

  3. Poor Richard

Noted: The classified section of this morning’s WaPo has 22 pages, 20 of those
pages are legal notices, primarily trustee sales of foreclosed property.

Good luck to the PWC BOS in 2009. They will need it.

  4. Elena

Thanks for the update Poor Richard.

  5. Moon-howler

Poor Richard, How many of those pages, would you say, are Prince William properties?

    Thanks for the info!

  6. hello

Are we going to go down the blame-Stewart-for-all-of-the-foreclosures road again? Please say it isn’t so…

Your litterbox is starting to stink, you need to clean it out, or get back to those foreclosures.

  8. Moon-howler

Afraid those foreclosures will be with us for quite a while. I don’t think we can blame our foreclosures on any one single cause. However, we do have to examine why Prince William County has the most in the state of Virginia. I would say a multitude of reasons and that some of our past policy has contributed to but not caused.

  9. Juturna

Wonder who has been chosen as Vice Chair? Maybe May. Then Stirrup has to sit between Jenkins and Principi!

  10. NotGregLeteicq

I hope you’re wrong, Juturna. Stirrup’s and veins bulge with anger enough as it is (whenever anyone contradicts Poppa Stewart). I’m afraid if he were sitting between two Democrats he’d lose it completely and choke one of them, probably Jenkins.

  11. NotGregLeteicq

But they didn’t change seats when Stirrup replaced Nohe as Vice Chair.

  12. Moon-howler

Can Stirrup be chosen as vice chair again or must someone new be selected?

  13. Chris

The foreclosures are sure to continue through 2009. Many more ARM’s are due to reset, and the increase in the interest rate along with principal now having to be included(Interest Only loans) are sure to be in danger of slipping into foreclosure.
I think the large number of foreclosures Poor Richard spoke of is due to the fact that there was a “moratoriam” on foreclosures during the month of December 2008. This influx at the beginning of the year should not come as a big surprise. They will have last months notices to advertise notice, in addition to homes that will go into foreclosure for January 2009.

  14. Chris

Sorry for the double post I didn’t think the first one went through, and it was not complete. Please, see post at 15:56 it’s complete.

  15. Why would you automatically trust someone just because they are wearing a costume called a uniform?

William Dillon is a free man for the first time since 1981 – and his case is leading to renewed calls for an independent investigation into the criminal justice system in Brevard County, Florida, as well as an investigation into other convictions around the state that relied on testimony from a discredited dog handler. Dillon was wrongfully convicted of the murder of a man in Canova Beach, Florida. He served 27 years for the crime until all charges were dropped in December based on new DNA testing in his case.

His conviction also relied on testimony from dog handler John Preston, who has since been discredited by prosecutors and Federal Postal Inspectors in several states. Preston testified that his dog linked Dillon to the murder through a scent from the bloody t-shirt.

The Innocence Project of Florida, which helped secure and fund DNA testing for Dillon, has called on Florida Gov. Charlie Crist to launch a state investigation into the Brevard County prosecutor’s office and the county sheriff’s office. Newspapers around the state are joining the call for an investigation. “Prosecutors’ mishandling of the cases along with actions by the Brevard County Sheriff’s Office follows a pattern of possible criminal behavior that can no longer be swept under the rug,” Florida Today said in an editorial.

An investigation should look into the connection between the sheriff’s office, the prosecutor’s office and Preston, the Innocence Project of Florida said – citing a “culture of corruption” where Preston would reach determinations based on what police and prosecutors needed to secure a conviction. The Innocence Project of Florida is calling for an investigation into the justice system in Brevard County, as well as a reexamination of other cases that relied on Preston’s testimony.

Oh I think they sit alpha by District. It was a fun thought for a moment

  17. Alanna

Personally, I would let Stirrup remain Vice Chair. He’ll deserve a good portion of the blame for the fallout of the County’s housing market, so let him and Corey take the blame together. I mean are there any really benefits from being Vice-Chair or is it just symbolic? If it’s symbolic then let ‘Stirrup’ continue his ‘reign’. It would only be appropriate for those two to have this debacle hung around their necks like an albatross.

  18. Junkyard dog

[hysterically angry voice] POINT OF ORDER! POINT OF ORDER!!

  19. ShellyB

Point of order! Point of order! You are not allowed to contradict Lord Corey!

And then there was the time Stirrup wanted to have a citizen erased from memory while Stewart was out of the room. Stewart came back and just laughed at him.

  20. Alanna

It really always bugged me that all of all the nasty and yes RACIST comments made during that October marathon, and the one thing that Stirrup objects to was being told – ‘kiss my ass’. Personally, say anything to me that you’d like, I can take it. But when you start saying horrible things about a race of people, well then I’m going to speak out. But, NO, John Stirrup said absolutely nothing about all the comments from citizens against Hispanics and then objects when someone says one small thing against him. It goes a long way to showing the character of that man.

  21. Lafayette

    POINT OF ORDER, yourselves!! 😉

    Shelly,
Addressing the BOS is NOT the time or place to tell someone “kiss my ass”. I think she was completely out of line. If not heard anyone cuss at the BoS. I’m not saying it has not happened before(I’ve just not seen it with my own two eyes or heard it with my own two ears). Well, at least she wasn’t escorted out for playing a tape recorder(Mr. Crone). Or told their “comments where over top” like was told to Mr. Wills.

I don’t feel her comments should’ve be “stricken from the record”, because the reality is those words “kiss my ass” where part of the record/history in PWC. However, I feel she was the one that looked foolish by speaking to the BoS that way.

  22. NotGregLeteicq

I thought she looked angry, but Stirrup lost his composure big time in his handling of the situation. This is just not the kind of behavior we expect from elected officials who represent us in government. The level of conduct expected of a person speaking at Citizens Time is a lot lower, and ought to be.

Anyway, we are talking inside baseball here. As long as Stewart is Chair, we may as well have another self-serving myopic and ineffective leader as Vice Chair. Stirrup is the only one that qualifies.

  23. Lafayette

    NotGL,
Certainly the “citizens” shouldn’t be held to the same standard. However, some good common sense never hurt anyone. I just think it was in bad taste.

The Vice Chair. really seems like nothing more than you get to lead the meeting if the Chair is out. BFD!! Any single one of the supervisors would be fine in the Vice Chair. position.

  24. Moon-howler

And I thought Stirrup acted like a whimp over ‘kiss my ass.’ If that is the worst thing that has ever been said to that choir boy in his lifetime, he is pretty lucky. He should do my job for oh..a week.

Of course it isn’t ‘proper’ to tell anyone to kiss your ass in public. It also isn’t proper to do a lot of things I saw that night. For that matter, it isn’t proper to spend 30k of the tax payer’s money to send out invitations to citizens’ time to speak, attempt to cut the citizens down to 1 minute, and after it is all over, act like no one had even heard the 12+ hours.

Why spend 30k when minds are already made up? October 16 was the most blatant misuse of power I have ever witnessed in PW County. I would have had a lot more respect for all 8 of them if any one of them had stood up and said we don’t care what any of you all say. We want to get re-elected and have built our campaigns around this issue. You Hispanics all go home now because whatever you want ain’t gonna fly….not this year.

  25. Moon-howler

Point of order was shouted over Supervisor Jenkins attempting to explain something about the tax rate, as I recall. If it was said at the the marathon Oct 16 meeting, it all blended with everything else and I did not hear it.

  26. Lafayette

    MH,
    You recall P.O.O. correctly.

The cards were sent out with discretionary funds, as I recall. Each Supervisor can spend that money as they see fit. Naturally, we will not all agree on how all of, if any of the Supervisors spend those funds. I have no problem with the cards going out. What I do have a problem with, like you, was the attempt to limit Citizens Time to one minute. There were many that took time off of work to attend that meeting, and the thought of limiting the time to one minute should’ve never even crossed anyones mind. I think Maureen Caddigan was the hero at the begininning of the marathon meeting. She did NOT hesitate to challenge the Chair on his idea. Then when it was all said and done at 2:30 am, as I sat in the chambers Mike May was the hero at the end imo. He explained the resolution in Spanish. This was the first time it was explained in Spanish by the BoS. This was very important and admirable. The immigrant community was getting a lot of their information from “unofficial sources”.

  27. NotGregLeteicq

    P.O.O.

    Hilarious.

I think we need to christen another nickname. John “P.O.O.” Stirrup.

M-H, can you dig up the videos so people can know what we’re talking about?

  28. Moon-howler

As I recall, that was a very long video. We would have to contact 9500 to get a shorter version. I will go look.

  29. Moon-howler

Ahhh life is good. I found P.O.O. fairly easily.

This is worth a good rewatch. You can see Corey demonstrate his total lack of understanding about the budget and you can watch him put words in people’s mouth.

You can watch Maureen Caddigan and John Jenkins demonstrate their understanding of the budget that was disregarded by the chair.

Point of order Point of order happens about 6:04 minutes into the video.

Those aren’t too long. It is nice to have a refresher course on all this. Nice to have all this catelogued.

I am still amazed at how little understanding Corey had about the budget and our county money situation. He honestly was clueless. He had no idea what supervisor Jenkins was talking about. And when it got too much for him to grasp and he started looking all drooly…he had his friend John start P.O.O.-ing. UFB

  32. A PW County Resident

I am asking a innocent question. Why do people change their posting names on here and elsewhere? Inquiring minds etc.

  33. NotGregLeteicq

    Thanks M-H.

Let the video evidence show: John “P.O.O.” Stirrup is more than qualified to remain as Vice Chair, assuming that he was chosen for said position under the criteria that a Vice Chair should emphasize the right wing extremist ideology, childlike neuroses, and vindictiveness of the Chair.

  34. Moon-howler

Please be more specific and I will try to answer your question.

  35. Chris

    A PWC Resident,
I can only speak for myself. I sometimes use Mozilla, and Internet Explorer other times. One has Lafayette and one has Chris. Frankly, I’m too lazy to change it. Furthermore, I started blogging using Lafayette. I hated to stop using it, but due to the change in where I blog. Therefore, I use Chris here. However, Lafayette’s real identity has never been a secret. Even when I post using Chris, many would still refer to Lafayette. Why’s it matter?
Many bloggers use multiple screen names, and on the same blog. I hope you get more answers, but I doubt you will. I hope your inquiring mind can sleep better knowing this information. 😉

  36. Moon-howler

    Chris pretty much covered it.

I suppose each individual has their own reasons. Are you a single moniker blogger?

  37. Elena

    elitestliberal,
I can’t imagine the person I know posting such unladylike comments. Under this moniker or any other (DTRT). Even though in this “cyberworld” you can create a facade, the reality is that behind every word typed is a real person. I found that writing under my real name was liberating in some ways, but also confining in others. I can be held responsible for what I say, and I believe that is a positive. Where I might be tempted to say something nasty or unbecoming, I ask myself, do I really want people to equate me with that comment? Sometimes blogging reminds me more of 6th grade “cat fights” with notes being passed behind each others back than real adult exchanges.

  38. Chris

    Elena,
Using your real name is very liberating, and so was Lafayette. Either of my names I too can be held responsible for. Yes, confining at times too.

Great post above. Unlady like comments, indeed. Maybe, some find hiding behind a moniker quite liberating. As they can show their true colors with the rest of us presumed to be “none the wiser”. We as humans are multi-faceted is one, but “the Seven Faces of Eve” traits is quite another.

  39. A PW County Resident

M-H, as a matter of fact on local blogs, the answer is this is the only moniker I have used. Never saw a reason for changing it. I admit on golf blogs I use a moniker closer to golf.

I was just curious. I note a lot of comments sometimes about people being someone else and the “great guessing game.” I was just looking for the protocol. It really was innocent.

  40. Moon-howler

Oh there is a lot of guessing about who we all are. It goes on and on. Most of the guessing games go on on other blogs about people on this blog, myself included. Feel free to be yourself or whoever you want to be. We tend to abbreviate a lot here, so you might turn in to apwr or just plain resident. I go by M-H also.

  41. Moon-howler

Resident, do you go by eagle or birdie on the golf blogs? Just kidding. Just kidding.

  42. –Why do people change their posting names on here and elsewhere? Inquiring minds etc.–

Because some people are forced into “hiding” because other people try to get them fired from their paying jobs based on blog entries. This is unfortunate and speaks more loudly of the vindictive than the victims.

I speak from personal experience and ladies, you know who you are. Shame on you. I would never do that.

  43. Moon-howler

Posting as Pinko, the joke is on them though, and that did not happen. What a nerve. Of course, that puts you with some good people. Same thing happened to Chief Deane. And it didn’t work.

  44. NotGregLeteicq

I think having a fake name allows people to say racist things for an election cycle, and then back away from it the following year when there is no longer political opportunity in racism. Gospel Greg used to have tons of traffic on his blog when “immigration” was the issue that was supposed to save the Republican party. Now that there’s no pay off, they are an echo chamber. A lot of the old posters decided to back away slowly. But they wouldn’t have been able to do that if they hadn’t been anonymous.

As for me, I just don’t want to be personally attacked like everyone else who has come anywhere close to openly opposing the Letiecq/Stewart/Stirrup cabal.

  45. A PW County Resident

M-H, as a matter of fact, I am Eaglputt on golf forums. It is the only name I go by there as well.

PAP, I think that is terrible about trying to have someone fired over their opinion. And I understand that one may not want to use their identifiable name. I don’t do it because there is too much possibility of bad things happening, perhaps inadvertantly, so I always take care on the internet–must be the paranoid in me. Of course, I always go by the saying “just because I am paranoid, doesn’t mean they are not out to get me!”

I was just speaking of using a name today, a different one another day and so on.

  46. Moon-howler

I think people should be very paranoid about the internet. That is probably the best reason of all to use a moniker and why I have always used one, regardless of internet location. Resident is right about the paranoia, and it is a healthy thing to have.

I was close! Eaglputt is cute!

Is is terrible that PAP’s job was targetted. I would never to that to anyone, regardless of how much I disagreed with someone’s opinion.

  47. Moon-howler

Wally Covington is the new Vice Chairman. Congratulations Vice-Chairman Covington.

  48. Cat Scratch Fever

No one spoke at citizens’ time. No warm New Years’ welcome for any of the supervisors.

Melissa P sure did a nice job. Corey asked Marty not to interrupt the committee report and then proceeded to interrupt at ever turn. He also shot down most of the ideas and rolled his eyes.

Why even have committees if you aren’t going to consider the input. Those citizens work real hard to come up with those ideas. Big time investment.

Does anyone really honestly tolerate Corey? He seems to think he is the Board and the other 7 are his underlings.

  49. Elena

This is how EVERY committee formed by PW works, the parks and open space citizen committee invested almost a YEAR and the treatment they recieved was deplorable. Not sure why we have them to be honest, it seems like a waste of good peoples time.
