So, as you know, I have been asking many questions regarding this facility that required no permits.  The journey continues and I still await some pretty basic answers to some pretty basic questions.  Let me add that the official square footage is amost 18,000 and forty feet tall to its peak.

    Definitely an airplane hanger, or maybe a terminal for the Grizzlies’ team bus.

    It is a therapeutic riding center for handicapped children (and maybe adults as well). Enough for an all-weather center riding ring plus stalls, tack rooms, and bathrooms on the side walls. If the stalls are permanent (meaning the horses are not trucked in for the program as needed), the place will also need additional space for outside pasturing/exercise and offices or a residence for staff taking care of the horses during off hours.

  3. Then the county should know that is what it is, Wolverine. They should not have it listed as a barn. If it were me, I wouldn’t want my kid to be riding in some uninspected building that has a designation of a barn.

    I hope it isn’t used as a residence. That is across the street.

    Transparency is the name of the game here. The citizens of PWC should have easy access to their questions. That has not happened.

    So, apparently it is an indoor riding arena so far. Why is the county being so difficult in answering the simplest of questions?

    Rainbow Riding has a wonderful mission, but why are taxpayers being misled? Why did Jenkins, Stirrup, Stewart, Covington, and Principi vote against Bull Run Mountain Conservancy in fear of a “private entity” blocking access to public land meant for the public. This is 45 acres, no small amount, that apparently Rainbow Riding can do just about anything on and that concerns me.

  6. @Elena, then there is the TP point of view….that the taxpayers (admitting right off the bat that even winos are taxpayers) should not be picking up the bill for this endeavor, even if worthwhile.

    I don’t necessarily agree or disagree with that sentiment. How much does that lease bring in? I would guess nothing.

    All I want is transparency. Too many people ‘don’t know anything.’ That is the issue.

  9. The county has said a barn. That is not speculation. I would not confront Rainbow. The beef isn’t with them. It is the county not having oversight over what is clearly their responsibility.

    If you see a building, and call the county and ask what it is, you should not be told a bunch of goobledygoop. To call Rainbow Riding, in my eyes, would be harassing them. They are free to post if they feel the need to tell us anything. However, I am not going to presume to call them, especially when no one feels they are at fault.

    The structure is on county property. Why is it that they cannot just say what is going on? Why is it none of the supervisors will address this? Why is it that no one will address why huge dumptruck loads of mud are being dumped on county property, and yet no one knows anything about it? That certainly isn’t RR’s fault either.

    Its time for the county to stop playing footsie and just start being transparent.

    1. @George, Actually, I am going to defer all questions to Alanna and Elena. They are the ones now making the phone calls regarding the ‘barn.’ Elena would have addressed issues last night but she has technical difficulties going on at her house and is having to access us via cell phone.

    The broader issue here is one of consistency and fairness in this county. On one hand the BOCS denies allowing Bull Run Mt. Conservancy the opportunity to maintain Silver Lake because five Board members, including Wally, John Stirrup, and Corey have a real problem with allowing a “private entity to control public land”, they did not want to risk the public being denied access and YET, yet, they create a contract with Rainbow Riding that has little to no restrictions. They bring in the Grizzly football team and give away private land to a public entity with no care whatsoever that the “public” they were so concerned about being denied access to to Silver Lake will be denied access to both parts of Silver Lake and public land now leased to the Grizzly’s.

    One one hand they tell a Haymarket resident, Lori Flannigan, that she cannot have chickens on her property because she is not actually operating as a “farm” but Rainbow Riding has free access to do whatever they want, without permits, under, from what I can tell, the same circumstances. If they are a farm, what qualifies them? If this is a barn, then what is a riding arena?

    The problem in PWC is that there are no consistent rules, it’s all about who you are and who you know. I have fought against churches wanting sewer in the rural crescent, not because I don’t like churches, but because we should all be made to play by the same rules. This is a county problem, not a rainbow riding problem or a grizzly football team problem, or a church problem, it is our BOCS problem.

    Like I told Scott Chambers in John Stirrups office, it is not my place to contact a private business if I have questions about county permits or policy. Who am I to ask any private citizen anything about their construction practices? I would never be that presumputious.
