When Republicans who attended the debate last night agree that Peter Candland presents as an empty suit, you know you are in trouble.
One of the most memorable moments of the evening, for me, was when the two candidates were discussing bringing new jobs to Prince William County. The broader question became–why AREN’T businesses relocating here?
Peter Candland, talked about how he has the business savvy to bring new economic investment to the County. He touted his experience serving on a corporate relocation task force, but then failed to verbalize why he was unable to bring these business to Prince William County. Candland freely admitted that “quality of life” issues are what will bring high-end retail and corporate investment, but he lost traction informing his listeners how to upgrade the quality of life issues. He lacked specifics and upbraided his opponent over stimulus money but failed to reveal how he would finance these issue that both candidates feel are important.
Ann Wheeler was confident and articulate in her answers during the debate. Wheeler has a moderate and realistic grasp of the needs of Prince William County. She understands that PWC must invest in those quality of life resources like schools, libraries, parks and recreation, walkable communities, superior fire, rescue and police services and decent roads. These are the issues that attract quality economic investment.
While both candidates addressed county concerns directed at the Gainesville District, Ann Wheeler clearly demonstrated substance over ideological talking points. She backed up her remarks with specific examples whereas Candland spoke in sweeping generalities. She simply appeared to have her thumb directly on the pulse of the community.
Ann Wheeler was very good in her presentation.
Peter Candland was very good in his presentation.
But you failed to mention the NASTY and UNFAIR attacks launched by Wheeler against Candland.
Does anyone take Wheeler seriously that an employee of a security firm hired by an HOA — who is fired and then LATER is arrested for involvement in child pornography — is the responsibility of Candland.
I would not hold Ann Wheeler responsible for a power outage even though she is a member of the NOVEC Board.
I would not hold Ann Wheeler responsible for some person not getting their food stamps from the Department of Social Services, even though she is on the Board of Directors.
Pete Candland was just as confident, just as articulate, and just as specific on his answers to the questions as was Ann Wheeler.
It was good debate (other than the bumbling job the moderator did) that everyone should recognize for what it was — an excellent change of ideas between two candidates.

I tend to agree you about the child molester. That’s not anything any of us want to deal with for sure.
Elena was in attendance at the debate so her information is first hand. My information is from a collection of impressions sent to me from people all over the county who were in attendance. I was not. They pretty much said Ann covered the specifics better than Pete.
Perhaps you are mistaking Elena’s ‘partisanship’ with the fact that Candland has made some pretty unprincipled and untrue remarks about her character on facebook, in public, and through 2 people blogging for him. Most of us do not like to be the object of falsehoods and slurs against our character.
She probably also doesn’t like being told to get her backside out of the sand either. She didn’t start the war with Candland about the Rural Crescent or her character nor did she trash mouth him. However, I hear from the crowd that he was mighty uncomfortable standing there when she introduced herself last night and gave him a chance to explain his ungentlemanly words against her.
First of all, I am not partisian, ergo the fact that I have held fundraisers for both republicans and democrats.
On to the HOA issue. I would not hold him responsible for the security guard debacle. However, the fact that he did not attend the meeting where the the issue was discussed by the community is not defensible. I served on my HOA for six and a half years, had we had such a serious issue occur, you bet I would have been there as a representative.
Ann was fabulous. Peter went on and on about the need for infrastructure to attract business but then attacked Ann for accepting the stimulus money. Where does Peter Candland hope to build the infrastructure if you don’t make the investments that will BRING the very economic devleopment he portends to know how to bring?
Peter Candland and I had a very pointed face to face conversation. His excuses of why he refused to sign the pledge just keep going from one reason to another.
Jibber-jabber…lol You should have heard the older ladies in the very back row. Chanting “Peter, Peter, Peter” as they clapped. It was asked of the audience to hold their applauds. Then these same women boo’d when Ann finished her closing statement. This was in very poor taste in my opinion. I did recognize one lady in the group and she was wearing a name tag that I couldn’t quite make out. I could see the last name of Stutz. I know I’ve read the name and seen her at republican events. Oh well, she’s probablly nobody important would be my guess. I can’t imagine anyone of importance acting like a school girl at a pep rally.
I’m so glad I’m and Independent, both parties play the same low ball games. It was an enjoyable debate, I must say. I went with an open mind and left with the same thoughts of both candidates when I left.
The quote of the evening for me was this. “There’s not a thing I would change about the Comp. Plan”. Ooh, really. So, if elected, is that individual speaking to the entire Comp Plan or just regarding the Rural Crescent. Any rate, it really doesn’t matter which one he meant there Comp Plan amenendents before the board at least once a year regarding the Rural Crescent. I can’t imagine the years to come won’t be bring us more applications/requests for the Comp Plan to be amended.

This is a political campaign, and candidates are entitled to discuss issues. I get that.
I also accept that every individual has the right to agree or disagree with a candidate; every individual has the right to enthusiastically support and applaud their candidate of choice; and every individual has the absolute right to be partisan.
My comments were about what happened last night – at least from my perspective – and my comment about getting the “partisan backside” out of the sand was likely over the top (my apologies). It was just my poor attempt to make the point that the report on the debate seemed very skewed to a decidedly partisan tilt and failed to accurately paint a canvas for what occurred.
I am a Candland supporter, but not so much of a supporter that I cannot appreciate the points made by Wheeler.
In my personal opinion, the Wheeler attacks were just too strong and lacked credibility on their face. The better tactic would have been to attack Candland on his policy views. Candland did that on Wheeler’s stimulus funding position. Whether you agree with accepting stimulus money or not, it is a legitimate policy question worthy of debate.
Whether Candland went into special sessions with his HOA or not is completely irrelevant. Every HOA does that, and every Board I have been on does that. No one is hiding anything, but it allows for the Board to deal with legal and confidential issues.
Whether Candland’s HOA is in some lawsuit between single-family homes and condos is also irrelevant, unless Candland was stealing money or hiding it. That was not the allegation. But Wheeler was pushing it hard.
And the pornography by the security guard was just “out there” and unless Candland is into pornography – that was not the allegation – it is also irrelevant.
So that’s what jumped out at me as a significant portion of the debate that detracted from what was otherwise a good performance by Wheeler and Candland.
I think anyone who was not partisan and who attended the debate would have recognized that mistake in tactics as a part of the commentary.
On Candland’s deficiencies, I thought he made a mistake when he took the shot against Wheeler attributing the attacks to her being behind in the polls. If true, then document it.
I also thought he made a mistake when he said he sat on his own company’s relocation committee and said they elected not to come to Prince William County. It’s a legitimate question on why exactly he could not persuade them otherwise, or outline specific areas that need to be improved in the County.
Gainesville First Politics 2nd; you can check the public record on this child porn convict. I believe that Mrs. Wheeler is completly fair to assert that Mr. Canland is one of the individuals responsible for the unexcusable error in hiring this “security” guard. If he touts his leadership qualities as a HOA leader then protecting children is of paramount importance. You can’t have it both ways anymore.

You do live in the Gainesville District, is that correct? I want to make sure have a dog in this fight. I don’t discount your opinion if you don’t. I do agree with some of your review of last night.
The HOA stuff was a little nuts and served no good purpose. I want the candidates to stick to the issues facing the Gainesville District and the county as a whole. Sticking to the issues would have set a lot better with me, than the little jabs.
I’m very much an Indpendent so party matters not to me. However, the Obama comments were a bit over the top. I thought Ann was very smart in pointing out she would not have voted for our current budget. She said she would have voted for the same budget that Stirrup voted for at a lower tax rate. This is a local election. I don’t think many of the votes and policy by the BoS are really party issues. They are real day to day issues that really know no party. It would be quite refreshing to see an Independent setting in a district seat.

Understanding that I am more than slightly biased toward Conservative/Republican candidates in any election (and yes I put Conservative before Republican intentionally) here’s my take.
It was generally more of a comedy routine than a candidate’s forum. Wheeler did an adequate job. She needs to work on her delivery and self-confidence and needs to dispense with the annoying use of “UH” (just a pet peeve). Although she had good grasp of the facts, issues and even some solutions, she was still somewhat underwhelming (see earlier comment re: self-confidence). I will give her credit for taking it straight at Candland on several occasions, although I would have laid off the HOA stuff (not because it may be true but because as in most HOA affairs it is almost impossible to tell who is lying and who is telling the truth) Sadly, to even my jaded Republican eyes she was the clear “winner” to the extent that a winner in that forum actually matters.
Candland on the other hand came off as a liar, buffoon and bobblehead. In my estimation he “lied” about Wheeler lying, and got caught. He didn’t have a single substantive solution or answer to any problems and spoke simply in genralities and soundbites. Getting hammered by the moderator didn’t help his cause, although I believe she was a little over the top.
He could have spared me the “I’m a wonderful, involved, historian and family guy” crap and laid on a little more substance with regard to the issues and more importantly some proposed solutions. He kind of reminded me of someone running for president of their 5th grade class, I promise more gumdrops and longer recess, YEAH.
The office they are seeking ideally requires candidates with time, experience, knowledge of the Dillon Rule and the VA. Code and most importantly knowledge of how County Government operates within its constraints.
Again, sadly, Wheeler scores higher points on each test. She obviously has more time to devote to the office than Multitasking Pete, clearly has more hands on experience with the operations of the county, limitations of the Dillon rule, constraints of the State Code and the manner the county operates under its budget constraints. I guess what agravates me most is that the GOP had a candidate that was even more qualified but for reasons I won’t go into here, “elected” not to chose her as their candidate.
Now all that being said, and I’m sure Steve Thomas will understand this, in a normal year I would simply go to the polls, pinch my nose and cast my vote for the “R”candidate (see Bush, George W.). This year however, Candland is my “Duke” exception. The one thing I demand from all elected officials, blue, red, pink or green, is honesty (at least until their first round of post election large campaign contributions). Candland can’t even keep his story straight from one mailing to his next statement. It is unquestionable that he claims three years on Stirrup’s budget committee as a prime qualification for office, it says so right on his website. It is also unquestionable that the e-mails provided by staff indicate that his attendance was spotty at best. Further, other budget committe members have essentially thrown him under the bus by concurring with the conclusion of those who examined the e-mails and lastly, Candland admits that he stopped going for a year because he was “too busy”. Here’s the problem, you either served for three years or you served for portions of two. His website says one thing, the documentation, testimony of other committee members and his own statements say the other. Pete you can’t have it both ways, its one or the other and you admitted you weren’t there it can’t be the former. Pete you can’t call Wheeler’s assertions a lie when you have confirmed them yourself.
As to the mudslinging, well lets face it, the Stepford wives running his campaign started it. Just deserts, karma and all that.
Looks like their will be a write in vote for Ronald Wilson Reagan.

Unless Candland hired this guy personally, and he ignored available information that the security guard was a child pornographer, then how in the world can that be put on Candland’s back?
Ann Wheeler is the Chair of the PWC Social Services Board, and there was a news story recently about two low-lifes who abused three girls. The story was the Social Services staff ignored complaints about this couple and direct information from friends that these kids were being abused.
Is that Ann Wheeler’s responsibility? Is Ann Wheeler one of those individuals responsible for the “inexcusable error” in hiring staff who would be so incompetent that they ignore multiple complaints about child abuse?
This is just too big a stretch, and it proves my original point about being blinded by partisanship.
In the end, politicians live and die based on how credible they are.
This attack, however Ann Wheeler was convinced to make it, looks like one that should have been passed over.

I believe everyone in the county has a stake in the election. Each supervisors vote has an impact on the other’s district. I write to them all when important votes are before them. Every vote counts, at the polls and at the McCoart buildign.
I never doubted you’d be voting. I’ve just seen a few make comments regarding our district that had no dog in the fight to speak. We all have opinions. 🙂
I live in Prince William County and all races affect our way of life. Ann Wheeler is the clear choice in Gainesville District as I see it.
It’s called “due diligence”. That is my logic.

It is both unreasonable and unfair to hold people in these positions to that kind of “due diligence.”

They both did okay but I am surprised that no one brought up the thing that was most interesting to me in the debate and that was Candland apparently not voting in 2003 or 2007 for supervisor. I cannot believe someone would run for an office that they didn’t even care enough about just 4 years ago to go and vote. And then to say that you did vote when you did not does not make him look very trustworthy. The News and Messenger just put the story about the voting on their online news so they must feel it is important as well.

Did he lie about voting? I will have to check that story. There is always a record of who voted, just not who they voted for. I never get some of the good stuff here. My son does. I vote in Republican primaries. He does not. I guess we are seen as half breeds.

Running a clean campaign? Give me a break. Mr. Candland went after his fellow Republican Martha Hendley during the primary. His “campaign workers” wouldn’t leave some people alone that were known Hendley supporters.
He also, told one of his fellow Republicans(primary candidate) to their face that he was not going to be running for the Gainesville District seat.
Mr. Candland announced his run for office before Supervisor Stirrup announced that he was running for the 13th Va. Senate seat.
His email blast announcing his bid for the Gainesville seat he stated this. “and continuing to make Gainesville/Haymarket a great place for our children and grandchildren to grow up.

Hello, Mr. Candland, what about those folks living “in-town”(Manassas of the Gainesville District)? This email said NOTHING about those folks that were basically all there was to the Gainesville District a decade ago. This did not set well with many of my neighbors that have lived in the Gainesville District longer than he’s been alive. I’ve never seen a candidate completely dismiss an entire area and that’s heavily populated.
We’ve had to call elected officials out for not attending all board meetings. While I understand it’s a “part time” position, it takes a lot more than a few hours of your spare time. Mr. Canland has full time job that requires some travel, wife and four kids, coaches and referees. How much time does he have the really devote to the citizens of the Gainesville District? I think most want a supervisor that will be able to devote a fair amount of time to their “part time” gig as supervisor.

Candyland cannot be held responsible for the Security Companies hiring of a pedophile. He can be held accountable for not showing up at the selection meeting of the new security company. How long did it take him, which his management experience, to determine that there was money missing from HOA? I think it was the management company that made the mistake, but Candyland was on the board of the HOA, and responsible for the budget, and he did not notice the missing money for quite some time – about $25,000 per month. He can be held accountable for that – not noticing the transfer of funds was not taking place.
I have to defend Peter a little here. The pedophile thing was the responsibility of the Security Company. Pedophiles are sneaky. Churches, schools, hospitals, scouts, and other groups that are trusted probably end up with more than their fair share. Where I would find fault is if one of those groups harbored a pedofile and did not report it.
As for the HOA’s financial problems, I am sitting here thinking that the IT dept was able to somehow walk way with millions of dollars of OUR money. Whose watch was that under? How long did it take to notice that? Where were the checks and balances?
Candland has done several things I really do not like and are pretty much deal breakers as far as getting my vote. However, HOAs and pedophiles aren’t the deal breakers for me.
Let’s not forget Mr. Candlands first “shot from the bow” at me and then consequently at Martha.

I just reviewed where all that garbage came from. Peter Candland has been duped by a local blogger with a dark screen and a campaign manager with a bone to pick with Elena. He bears responsiblity for his remarks about Elena. That is too bad. But the two I am referring to betrayed him. The picture that was painted for him was simply a false one. A straw man fallacy was used to defeat Republican opponents with that straw man being Elena and distortions about her activities and beliefs.
Firing the first shot at a resident in the district where you are running is just foolish. Elena had no bone to pick with him. I had no bone to pick with him. That was then. This is now. We do buy ink by the barrel. 🙄

Peacor was responsible for OIT and reported to Gerhart. I’m no fan of Gerhart but his main fault in this situation was trusting someone who was in way above their level of competence. Corey pushed her hiring through the Board because, as he has told many people, she will do what he tells her to do.
NTK, I still have strong feelings about going after county employees here on this blog. They are powerless to fight back or give their side. I know the county animal. The same goes for City employees. The exception would be those accused and convicted of wrong-doing like the IT thieves.

Elected officials, on the other hand, are very fair game.
I attended the debate as a member of PWC100, and although I am a City of Manassas resident, if I lived in Gainesville, my vote along with my son’s vote (he is coming up on 23yrs of age now) would go to Ann. I was impressed by her focus, and she won me with her statement she would have gone with Supv. Stirrup’s budget.
As for the HOA issue, folks can defend Pete every which way but PLEASE remember the Virginia Code: HOAs are a non-stock corporation, and the Board of Directors are responsible for everything in that corporation right down to the contracts with the Mangement Company. Like Pat wrote, he cannot be held for the failure of the Security Company, but can be held liable though for failure to have an Internal Control on the contract done to include spot check of employee files. Of course, what all the BOD duties hinge on is what is in their Bylaws….but at a minimum, those Bylaws should have the key provisions referenced from the Virginia Code for the Condominium Act, Property Owner’s Association Act, and Nonstock Corporation Act as appropriate.

Moon, I understand and respect your views on this completely. However, I don’t feel that bringing out facts about who was in charge during a debacle that cost county taxpayers millions, and “career staff” who advance their careers by allying themselves with elected officials constitutes bashing public employees. The public official in question here would not have her current employment if it were not for her allegiance to our elected Chair. That makes her in my mind equally subject to public criticism as the elected official who facilitated her advancement to a position she could not possibly have gained on merit.

I think that is great that you are involved in county activities, Ray. It is difficult for the in town crowd to really draw clear lines of distinction between city and county.
I live ‘in-town’ but in Gainesville District. I don’t think Candland realizes we are over here. I wish Lafayette would take him on a field trip and give him a quiz as to neighborhoods, etc.
Those who live at ground zero haven’t appreciated being dissed. I would have just as soon been scooped up by the Coles District. Marty is who came to the rescue, per request of in town residents, when we were having our the district lines run right down the middle of my street. I actually think we should have gone with 8 districts.

Don’t even get me started on redistricting. I’m glad I put up the good fight to keep my neighborhood together. However, when the primary race got so out of control in the Gainesville District, I began to second guess my efforts. With any plan, WestGate was going to be represented by three supervisors. True, WestGate is large. However, they wanted to use a side street for a boundary, and that is simply UNACCEPTABLE.
I always, thought 8 districts was the way to go. However, the county never put any real numbers out there of the actual cost of an 8th district. They had guesstimates at best.
Field trip? Yeah, right. One of my neighbors invited him on a field trip, but he didn’t make it. He wanted to send one of his “campaign workers” to take the tour of Ground Zero. Even that lame attempt to learn the area never happened. Side note I did see that campaign work at Ground Zero with Del. Marshall, who’s recently acquired some of WestGate and Sudley. I believe when I send my question to each of the candidates, I will also, extend an invitation to take a field trip of the in-town neighborhoods. I’m like my neighbor the I want the CANDIDATE to take the tour, not some campaign worker. Who’s running for office?
I don’t know Laf, I would kind of like to see you take a field trip with a certain campaign manager. We could bill it as an extreme rules, falls count anywhere, no disqualifications match.

Just read Kipp Hanley’s article in Inside NoVa on the Gainesville candidates debate Wednesday night by the Committee of 100. It clearly states that there is no record of Candland voting in the 2007 election. I was told Candland stated in the debate that he had voted for Stirrup in 2007 and that Wheeler’s accusation was a lie. If Hanley’s article is correct, then Candland told an easily documentable, bald-faced lie to a room full of people. How stupid is that? And this guy wants to be a district supervisor?

He must also hire and supervise a staff, and meet with constituents and developers…….and i understand he has a large family that for most guys really comes first. Hello, Mr. Candland, what about those folks living “in-town”(Manassas of the Gainesville District)? This email said NOTHING about those folks that were basically all there was to the Gainesville District a decade ago. This did not set well with many of my neighbors that have lived in the Gainesville District longer than he’s been alive. I’ve never seen a candidate completely dismiss an entire area and that’s heavily populated.
